Overview

Havering is an outer east London borough, with significant suburban land and parkland. Private rent is more affordable for low earners in Havering than anywhere else in London, and it has built the third most social/affordable housing since 2013 of any borough. The increase of 1093 affordable homes is more than in any other borough except Greenwich or Tower Hamlets.  Other positive signs for Havering residents are that they have the lowest level of infant mortality in London and a poverty rate of 16.6% compared to 27% across London. 

However, Havering has poor educational outcomes. 53% of adults in Havering do not have level 3 qualifications (A level equivalent) – more than any other London borough. Although this is better for today's young adults, 44% of 19 year olds still do not have these qualifications, a higher percentage than every other borough except Barking & Dagenham.
